East-Central Idaho Planning & Development Association, Inc. (ECIPDA) dba Altura Community Consulting was created in 1976 as a private, non-profit corporation serving nine counties in eastern Idaho with the purpose of providing community and economic development.  East-Central Idaho Development Company (ECIDC) dba Altura Business Finance was then created in 1982 to act in concert with ECIPDA to provide small business lending and assistance.  ECIDC is a Certified Development Company (CDC) which is an SBA-regulated organization focused on promoting community economic development through the 504 loan program.  In addition to the SBA 504 loan program, Altura offers several other loan funds to fit almost any borrower’s needs.  Business owners looking to purchase real estate or buildings, or who want to expand their business with new equipment, should contact Altura about financing options.  The two entities work in conjunction as Altura Community Consulting & Business Finance.

Altura is based on voluntary associations of local governments and community organizations. The Board of Directors for each of the companies consists of representatives from each of the participating units of government as well as from various community organizations and private enterprises. These independent Boards direct the work of the corporations.

ECIPDA (dba Altura) was organized to assist local entities and Idahoans seeking cost-effective solutions to area wide problems; to provide a forum for workforce development, community planning, program management, small business lending and technical assistance. They also serve as a coordinating link between cities, counties, small businesses, and regional, state and federal agencies.

ECIPDA (dba Altura) also owns and manages two business development centers to provide small business owners the opportunity to rent a cost-effective workspace to grow and expand their business. They currently have business centers located in Rexburg and Driggs.
